Dossier: MH - 17 Crash d'un Boeing malaisien en Ukraine

Moscou envisage de demander un rapport d'enquête sur le crash du Boeing malaisien dans l'est de l'Ukraine, a annoncé lundi aux journalistes le représentant de la Russie auprès de l'Onu, Vitali Tchourkine.
"Nous demanderons au secrétariat d'organiser un point de presse consacré à l'application de la résolution 2166", a déclaré le diplomate.
Selon M. Tchourkine, un mois s'est écoulé depuis la catastrophe de l'avion de ligne malaisien. Le paragraphe 13 de cette résolution engage le secrétaire général de l'Onu à rendre compte du déroulement de l'enquête.
"J'espère que le rapport sera présenté ce soir", a indiqué l'ambassadeur russe à l'Onu.
Un Boeing 777 de Malaysia Airlines reliant Amsterdam à Kuala Lumpur s'est écrasé le 17 juillet dans la région de Donetsk (est de l'Ukraine). L'avion avec 283 passagers et 15 membres d'équipage volait à 10.050 mètres d'altitude. Les autorités de Kiev accusent les forces d'autodéfense de Donetsk d'être à l'origine du crash, mais les insurgés affirment ne pas disposer de systèmes capables d'abattre un avion à cette altitude.

Pour le moment, Moscou n'a pas reçu d'explications intelligibles de Kiev sur les raisons pour lesquelles il s'abstient de fournir les enregistrements des conversations entre ses contrôleurs aériens et les pilotes qui survolaient la région du crash du Boeing malaisien, a déclaré lundi le chef de la diplomatie russe Sergueï Lavrov.
"Aucune explication intelligible sur les raisons pour lesquelles la partie ukrainienne s'abstient de fournir jusqu'à présent les enregistrements des conversations de contrôleurs aériens de Dniepropetrovsk avec tous les appareils aériens qui survolaient cette région (du crash du Boeing malaisien, ndlr), ne nous a été donnée", a déploré le ministre russe des Affaires étrangères.

Le 22 août, la Malaisie a commémoré les victimes du vol MH17 de Malaysia Airlines. Le roi en personne s’est rendu à l'aéroport de Kuala Lumpur pour accueillir l'avion qui transportait les corps de ses sujets morts.
Entre-temps, Washington et Kiev qui, aussitôt après le crash du 17 juillet, avaient accusé les insurgés du sud-est ukrainien d'avoir abattu le Boeing, n'ont fourni aucune preuve de leurs allégations. Les experts sont sûrs que le fait que les Etats-Unis refusent de rendre publiques leurs preuves témoigne du contraire.
La porte-parole adjointe du département d'Etat américain Marie Harf a déclaré au cours d'un point de presse que le gouvernement des Etats-Unis n'avait pas changé son idée sur les causes du crash du Boeing de Malaysia Airlines, à savoir que l'avion aurait été abattu par des " combattants pro-russes ". Invitée à commenter un mémorandum adressé à la Maison-Blanche par des vétérans du renseignement US, la porte-parole a déclaré que le contenu de ce document " ne collait pas avec l'appellation " de l'organisation qui l'avait initié. De fait, elle a accusé les anciens officiers du renseignement de manquer de patriotisme.
L'organisation publique américaine Veteran Intelligence Professionals for Sanity (VIPS) a adressé dès le mois de juillet un mémorandum à Barack Obama, l'appelant à en finir avec la rhétorique anti-russe et à dévoiler la totalité de l'information sur les circonstances de la catastrophe. L'ancien analyste de la CIA et porte-parole de VIPS Ray McGovern note que les vétérans ont été inquiétés par le refus du gouvernement de présenter à la société les conclusions faites sur la base des données du renseignement :
" Il n'y a eu que des déclarations de John Kerry comme quoi cela avait été fait par les pro-russes. Mais aucune preuve confirmant ces déclarations n'a été présentée. Il y a un an, quand on a appris que des armes chimiques avaient été utilisées près de Damas, John Kerry a aussitôt déclaré : nous savons que c'est Bachar el-Assad. Cette déclaration était un mensonge. Aujourd'hui nous savons que les armes chimiques ont été utilisées par des rebelles. John Kerry a aussitôt déclaré sur le crash du Boeing malaisien : +ce sont les Russes+. Depuis, silence total dans tous les médias américains. Et néerlandais aussi ".
La majorité écrasante des passagers du Boeing 777 de Malaysia Airlines effectuant la liaison entre Amsterdam et Kuala Lumpur, à savoir 196 personnes, étaient des ressortissants des Pays-Bas. Les Hollandais ont ouvert une enquête, formellement de concert avec la partie ukrainienne. Le Conseil de sécurité des Pays-Bas a déclaré récemment qu'il ne publierait pas intégralement les données des enregistreurs de bord du Boeing écrasé et qu'il publierait seulement l'information " ayant affaire à l'établissement des causes de la catastrophe aérienne ". On ne sait toujours pas quand sera publié le rapport des experts. Kiev, pour sa part, a expressément refusé de publier les enregistrements des conversations entre le pilote et le contrôleur aérien. Le professeur de l'Institut de hautes études internationales et du développement de Genève André Liebig trouve qu'un tel comportement est du moins étrange si les autorités de Kiev n'ont rien à cacher :
" Cette composante importante de l'enquête pourrait, semble-t-il, confirmer la version ukrainienne. Mais peut-être que les enregistrements des conversations ne confirment pas la version ukrainienne. Peut-être renferment-ils une autre information qui pourrait placer les Ukrainiens dans une situation délicate ou bien qui revêt un caractère stratégique. En tout état de cause c'est un obstacle capital au processus d'éclaircissement des événements véritables ".
Bref, tout est clair : l'affaire est renvoyée aux calendes grecques. Les raisons sont également évidentes : les faits si minutieusement cachés par Washington, ses alliés et Kiev, sont contraires à la version qu'ils ont eux-mêmes avancée. Le directeur général du Centre de la conjoncture politique Sergueï Mikheev en est convaincu :
" L'enquête ne confirme pas la version donnée par la partie ukrainienne et les Américains avec. A savoir que le Boeing aurait été abattu par les miliciens ou les forces armées russes. La campagne médiatique qu'ils avaient engagée s'est avérée fallacieuse, mais maintenant personne ne veut en parler. Des faits qui confirmeraient leur version n'existent pas ".
Aussitôt après la tragédie, la Russie a remis à toutes les parties intéressées ses données de contrôle, qui évoquaient l’implication dans l’accident d'un avion des forces aériennes d'Ukraine. Le professeur Liebig note cependant que cette version n'a pas trouvé de partisans officiels en Occident :
" La version alternative qui est actuellement la moins développée, c'est que le Boeing a été abattu par des tirs de canon de l'avion ukrainien qui l'accompagnait. Certains indices témoignent en faveur de cette version, mais ils ne sont pas nombreux. Un défaut de pièces à conviction se fait de nouveau sentir ".
La position de Washington n'a étonné qu'au début. Cependant sa certitude selon laquelle la tactique du silence lui permettra d'éviter des problèmes est dénuée de fondements. Des problèmes, l'administration pourra les avoir de la part des vétérans du renseignement. L'organisation VIPS regroupe de nombreux spécialistes prestigieux aux Etats-Unis, plus particulièrement d'anciens employés de la CIA. Si l'administration Obama continue de négliger leurs appels, cela pourra provoquer un immense scandale. De nombreux vétérans bénéficient toujours d'une grande influence au sein du Congrès.

Les forces d'autodéfense de la République populaire de Donetsk (RPD) contrôlent la majeure partie de la région où s'est écrasé le vol MH17 et invitent les experts malaisiens à se rendre sur le lieu du crash, a déclaré le vice-premier ministre de la république autoproclamée, Andreï Pourguine, dans une interview à RIA Novosti.
"Nous contrôlons la majeure partie de cette région. Les fragments de l'avion sont toujours là, mais ce qui surprend le plus, c'est qu'aucun pays européen ou autre n'en a besoin. Cette situation me semble étrange. J'ai l'impression qu'ils sont spécialement abandonnés pour être volés", a indiqué M. Pourguine.
A la question de savoir ce qu'il pense du travail des experts étrangers chargés d'enquêter sur les causes de la tragédie, le responsable de la RPD a répondu: "J'ai du mal à qualifier cela de «travail», car aucun travail n'a eu lieu".
"Le vrai travail a été effectué par notre ministère des Situations d'urgence qui a ramassé plus de 300 cadavres sur un territoire de 20 kilomètres carrés. Ça, c'est du vrai travail. Nous avons également recherché des objets personnels parmi les débris. Les boîtes noires n'ont pas non plus été découvertes par les spécialistes étrangers. Nous les avons longtemps attendus, mais ils sont venus à plusieurs reprises par groupes de trois à quatre personnes pour une très courte durée", a constaté le vice-premier ministre de la République populaire de Donetsk.

Certains experts russes doutent que l’on puisse s’attendre à l’objectivité de l'enquête effectuée par la partie hollandaise et britannique.
Le département hollandais de la sécurité des transports se prépare à publier le 9 septembre les résultats préalables de l'enquête sur le crash du Boeing 777 malaisien dans l’espace aérien de l'Ukraine le 17 juillet dernier. L’avion de ligne malaisien est tombé dans la région de Donetsk. Les 298 personnes se trouvant à son bord ont péri.
Les experts qui tendent à croire que le Boeing a été abattu par un chasseur ukrainien deviennent plus nombreux. Une provocation monstrueuse était préméditée comme un prétexte pour le durcissement des sanctions économiques contre Moscou et le renforcement du soutien de la junte de Kiev, croient-ils.
Lundi, le 8 septembre, un nouveau panel arrive de Malaisie en Ukraine pour étudier les circonstances du crash. Le deuxième groupe comprenant 50 personnes, partira pour Kiev plus tard. Comme le ministre de la Défense de Malaisie Hishammuddin Hussein l’a déclaré, il a l'intention de visiter en deux jours l'Ukraine, la Russie et les Pays-Bas et d’examiner toutes les questions liées à l’enquête. Il n’a pas mentionné les raisons possibles de la tragédie, mais dans les journaux de Malaisie, les versions sur la faute de Kiev apparaissent plus souvent. L'avion pouvait être abattu exprès ou par hasard. Et la première variante intentionnelle leur parait plus vraisemblable.
En Russie, les analystes disent qu'autour de la tragédie, il se passe quelque chose d’étrange : une sorte de conspiration du silence l’entoure.
Les enquêtes de telle sorte peuvent prendre d'habitude entre une année et deux: la publication des conclusions définitives de la commission sur le vol МH17 est prévue pour juillet 2015. Il existe un point inquiétant : l’absence totale d'informations sur le déroulement intermédiaire de l'enquête, il semble que quelqu'un trie les faits ou dissimule les preuves, dit un expert russe sur l'enquête des accidents et des incidents d'avion, le vice-président de l'Union russe de l'aviation civile Alfred Malinovski.
"Tout le monde doit recevoir une information constante et régulière sur le progrès de l’expertise, les nouveaux faits apparus, les versions confirmées. Pourquoi cela se fait ? Pour que la politique n'intervienne pas et pour qu'il n'y ait pas de voie en arrière, de possibilité de voiler les faits découverts. Six mois c’est un grand délai. Pendant cette période, on peut cacher, déformer les faits. Mais si des rapports mensuels se font, ce sera plus difficile".
Le plus suspect dans toute cette affaire, c’est la hâte des journaux occidentaux, particulièrement ceux des États-Unis et de la Grande-Bretagne, d’accuser même pas les miliciens populaires mais directement la Russie. L’enquête n’était pas encore ouverte, et déjà le lendemain Washington et Londres ont commencé à accuser Moscou d’avoir permis d’abattre l'avion malaisien.
Certains experts russes doutent, en général, que l’on puisse s’attendre à l’objectivité de l'enquête effectuée par la partie hollandaise et britannique.
La Russie a déjà demandé plus d'une fois que la partie ukrainienne publie toutes les données des régulateurs ukrainiens des vols sur tous les vols dans la région. Mais Kiev ne le fait pas…

The fraud investigation company Wifka has been charged with investigating the shoot down of Malaysian Airlines flight MH17. Their client is providing 30 million dollars as a reward for information and evidence. On July 17 the Malaysian Airlines boeing crashed over Eastern Ukraine on their way from Amsterdam to Kuala Lumpur. All 298 passengers and crew were killed.
 
After the terrible assassination or "accident" all political parties, at home and abroad, said they owed it to the victims, their families and the public to clarify the circumstances of the crash and present evidence for what happened. None of this has yet been done.

Wifka wants to know:
– Who shot down MH17 on July 17?
– Who gave the order?
– Who covers up the shoot down? (Also, if it was by accident and not out of political, economic or military motivation)
– Who can provide details on the circumstances that led to the shoot down?
– Who was directly involved with the shoot down?
– What happened to the people that were involved with the shoot down? What happened to the weapon used?
- Who can name the people that cleared the shoot down?

Whoever provides evidence that identifies those behind the shoot down, will be given the reward of 30 million dollars. The money is securely deposited in Zurich, Switzerland. It will be paid there or in a different neutral place of the whistle-blower’s choice.

MOSCOW, October 10. /TASS/. A Russian General Staff official believes that the head of Ukraine’s security service Valentin Nalivaichenko has unintentionally blabbed out a hint that might shed light on who was really responsible for the tragic loss of the Malaysian passenger jet over Ukraine last summer. In an interview to one of Ukraine’s television channels Nalivaichenko mentioned what he called a modernized Buk-M anti-aircraft rocket complex, which has never been a standard weapon of air defense units.

A document, posted on the website cyber-berkut.net, and allegedly downloaded from Ukraine’s Defense Ministry network, dates back to August 7 and appears to be signed by Colonel Igor Zorin, the chief of Ukraine’s air defense forces. It is a report which maintains that a fragment of a projectile found together with the debris of the crashed flight MH17 is in fact a damage agent of a 9M38 surface-to-air guided missile belonging to the mobile air defense complex Buk or Buk M1.

Ukrainian CyberBerkut hacktivists claim that they have penetrated the internal network of Ukraine’s Defense Ministry and found proof that Kiev is getting secret data from MH17 crash investigators, including information which implies its involvement.

Photo scans allegedly depicting the fragment in question have been also posted.

The document acknowledged that a specific rectangular shape of the fragment pointed out that it could belong to a 9N314 warhead of the 9M38 anti-aircraft missile.

CyberBerkut claimed that the documents are evidence that the MH17 crash investigation commission and the Ukraine Defense Ministry have “special relations.”

Meanwhile, Ex-Air Defense deputy chief, military expert Aleksandr Tazekhulakhov told RT that judging by the photo, the fragment is deformed to the extent that it is impossible to independently define its form which is very important for the final conclusion.

“The metal fragment depicted in the photo can’t be identified as part of any ballistic missile warhead. It can be whatever,” he said. Only after several types of tests, such as ballistic, chemical and spectral analysis, can any conclusion be made.

The Dutch Safety Board, which is investigating the MH17 crash, released a preliminary report in September stating that the plane “broke up in the air probably as the result of structural damage caused by a large number of high-energy objects that penetrated the aircraft from outside.”

It was suggested that the final conclusion could be made after analyzing the original fragments depicted in the photographs.

La résolution 2166 prévoit l'arrêt de toutes les hostilités dans la zone attenante au lieu de la catastrophe aérienne.

Elle est présentée comme une image d’un avion tirant sur le MH17, qui aurait été prise par un satellite américain et sortie par une fuite. Une télé russe en a parlé hier.
À ce stade, cela reste une rumeur, la source n’étant pas authentifiée.
Je ne diffuse en générale pas les rumeurs et les nombreux montages bidons (de part et d’autre), mais celui est assez interpellant.
La photo de base est de très haute résolution (7406 x 5000)
Cela pourrait être un montage avec la date/heure (qui correspondent bien) et/ou l’avion, mais un passage sur fotoforensik ne montre apparemment pas de retouche évidente sur ces zones (l’outil étant imparfait) ...

The Danger of an MH-17 ‘Cold Case’

Exclusive: The Obama administration continues to drag its feet on releasing U.S. intelligence evidence on who shot down Malaysia Airlines Flight 17 six months ago, a failure that has given the guilty parties time to scatter and has created a new breeding ground for conspiracy theories, writes Robert Parry.

Now more than six months after the shoot-down of a Malaysia Airlines plane over Ukraine, the refusal of the Obama administration to make public what intelligence evidence it has about who was responsible has created fertile ground for conspiracy theories to take root while reducing hopes for holding the guilty parties accountable.

Given the U.S. government’s surveillance capabilities – from satellite and aerial photographs to telephonic and electronic intercepts to human sources – American intelligence surely has a good idea what happened on July 17, 2014, when Malaysia Airlines Flight 17 crashed in eastern Ukraine killing all 298 people onboard.

I’m told that President Barack Obama has received briefings on what this evidence shows and what U.S. intelligence analysts have concluded about the likely guilty parties — and that Obama may have shared some of those confidential findings with the Malaysian Prime Minister Najib Razak when they met on Dec. 24 in Hawaii.

But the U.S. government has gone largely silent on the subject after its initial rush to judgment pointing fingers at ethnic Russian rebels for allegedly firing the missile and at the Russian government for supposedly supplying a sophisticated Buk anti-aircraft battery capable of bringing down the aircraft at 33,000 feet.

Since that early flurry of unverified charges, only snippets of U.S. and NATO intelligence findings have reached the public – and last October’s interim Dutch investigative report on the cause of the crash indicated that Western governments had not shared crucial information.

The Dutch Safety Board’s interim report answered few questions, beyond confirming that MH-17 apparently was destroyed by “high-velocity objects that penetrated the aircraft from outside.” Other key questions went begging, such as what to make of the Russian military radar purporting to show a Ukrainian SU-25 jetfighter in the area, a claim that the Kiev government denied.

Either the Russian radar showed the presence of a jetfighter “gaining height” as it closed to within three to five kilometers of the passenger plane – as the Russians claimed in a July 21 press conference – or it didn’t. The Kiev authorities insisted that they had no military aircraft in the area at the time.

But the 34-page Dutch report was silent on the jetfighter question, although noting that the investigators had received Air Traffic Control “surveillance data from the Russian Federation.” The report also was silent on the “dog-not-barking” issue of whether the U.S. government had satellite surveillance that revealed exactly where the supposed ground-to-air missile was launched and who may have fired it.

The Obama administration has asserted knowledge about those facts, but the U.S. government has withheld satellite photos and other intelligence information that could presumably corroborate the charge. Curiously, too, the Dutch report said the investigation received “satellite imagery taken in the days after the occurrence.” Obviously, the more relevant images in assessing blame would be aerial photography in the days and hours before the crash.

In mid-July, eastern Ukraine was a high priority for U.S. intelligence and a Buk missile battery is a large system that should have been easily picked up by U.S. aerial reconnaissance. The four missiles in a battery are each about 16-feet-long and would have to be hauled around by a truck and then put in position to fire.

The Dutch report’s reference to only post-crash satellite photos was also curious because the Russian military released a number of satellite images purporting to show Ukrainian government Buk missile systems north of the eastern Ukrainian city of Donetsk before the attack, including two batteries that purportedly were shifted 50 kilometers south of Donetsk on July 17, the day of the crash, and then removed by July 18.

Russian Claims

Russian Lt. Gen. Andrey Kartopolov called on the Ukrainian government to explain the movements of its Buk systems and why Kiev’s Kupol-M19S18 radars, which coordinate the flight of Buk missiles, showed increased activity leading up to the July 17 shoot-down.

The Ukrainian government countered these questions by asserting that it had “evidence that the missile which struck the plane was fired by terrorists, who received arms and specialists from the Russian Federation,” according to Andrey Lysenko, spokesman for Ukraine’s Security Council, using Kiev’s preferred term for the rebels.

Lysenko added: “To disown this tragedy, [Russian officials] are drawing a lot of pictures and maps. We will explore any photos and other plans produced by the Russian side.” But Ukrainian authorities have failed to address the Russian evidence except through broad denials.

On July 29, amid escalating rhetoric against Russia from U.S. government officials and the Western news media, the Veteran Intelligence Professionals for Sanity called on President Obama to release what evidence the U.S. government had on the shoot-down, including satellite imagery.

“As intelligence professionals we are embarrassed by the unprofessional use of partial intelligence information,” the group wrote. “As Americans, we find ourselves hoping that, if you indeed have more conclusive evidence, you will find a way to make it public without further delay. In charging Russia with being directly or indirectly responsible, Secretary of State John Kerry has been particularly definitive. Not so the evidence. His statements seem premature and bear earmarks of an attempt to ‘poison the jury pool.’”

However, the Obama administration failed to make public any intelligence information that would back up its earlier suppositions. In early August, I was told that some U.S. intelligence analysts had begun shifting away from the original scenario blaming the rebels and Russia to one focused more on the possibility that extremist elements of the Ukrainian government were responsible.

A source who was briefed by U.S. intelligence analysts told me that they had found no evidence that the Russian government had given the rebels a BUK missile system. Thus, these analysts concluded that the rebels and Russia were likely not at fault and that it appeared Ukrainian government forces were to blame, although apparently a unit operating outside the direct command of Ukraine’s top officials.

The source specifically said the U.S. intelligence evidence did not implicate Ukrainian President Petro Poroshenko or Prime Minister Arseniy Yatsenyuk but rather suggested an extremist element of the armed forces funded by one of Ukraine’s oligarchs. But then chatter about U.S. intelligence information on the shoot-down faded away. When I recently re-contacted the source who had been briefed by these analysts, the source said their thinking had not changed, except that they believed the missile may have been less sophisticated than a Buk, possibly an SA-6.

What was less clear was whether these analysts represented a consensus view within the U.S. intelligence community or whether they spoke for one position in an ongoing debate. The source also said President Obama was resisting going public with the U.S. intelligence information about the shoot-down because he didn’t feel it was ironclad.

A Dangerous Void

But that void has left the debate over whodunit vulnerable to claims by self-interested parties and self-appointed experts, including some who derive their conclusions from social media on the Internet, so-called “public-source investigators.” The Obama administration also hasn’t retracted the early declarations by Secretary Kerry implicating the rebels and Russia.

Just days after the crash, Kerry went on all five Sunday talk shows fingering Russia and the rebels and citing evidence provided by the Ukrainian government through social media. On NBC’s “Meet the Press,” David Gregory asked, “Are you bottom-lining here that Russia provided the weapon?”

Kerry: “There’s a story today confirming that, but we have not within the Administration made a determination. But it’s pretty clear when – there’s a build-up of extraordinary circumstantial evidence. I’m a former prosecutor. I’ve tried cases on circumstantial evidence; it’s powerful here.” [See Consortiumnews.com’s “Kerry’s Latest Reckless Rush to Judgment.”]

But some U.S. intelligence analysts soon offered conflicting assessments. After Kerry’s TV round-robin, the Los Angeles Times reported on a U.S. intelligence briefing given to several mainstream U.S. news outlets. The story said, “U.S. intelligence agencies have so far been unable to determine the nationalities or identities of the crew that launched the missile. U.S. officials said it was possible the SA-11 [a Buk anti-aircraft missile] was launched by a defector from the Ukrainian military who was trained to use similar missile systems.” [See Consortiumnews.com’s “The Mystery of a Ukrainian ‘Defector.’”]

In October, Der Spiegel reported that the German intelligence service, the BND, had concluded that Russia was not the source of the missile battery – that it had been captured from a Ukrainian military base – but still blaming the rebels for firing it. The BND also concluded that photos supplied by the Ukrainian government about the MH-17 tragedy “have been manipulated,” Der Spiegel reported.

And, the BND disputed Russian government claims that a Ukrainian fighter jet had been flying close to MH-17 just before it crashed, the magazine said, reporting on the BND’s briefing to a parliamentary committee on Oct. 8, which included satellite images and other photography. But none of the BND’s evidence was made public — and I was subsequently told by a European official that the evidence was not as conclusive as the magazine article depicted. So, it appears that there have been significant disagreements within Western intelligence circles about precisely who was to blame. But the refusal of the Obama administration and its NATO allies to lay their evidence on the table has not only opened the door to conspiracy theories, it has threatened to turn this tragedy into a cold case with the guilty parties – whoever they are – having more time to cover their tracks and disappear.
